Pre-Construction Meeting Recap
On June 29, representatives from TLM Associates, the City of Paris, Paris Board of Public Utilities (BPU), and Delta Contracting met to finalize key details and ensure everyone is on the same page before construction begins on the Brooks Street Drainage Improvement Project. This coordination marks an important milestone as we prepare to move into the active construction phase of a project designed to reduce flooding, improve drainage, and enhance water quality in the neighborhood.


Coordination & Approvals
TLM Associates has submitted water line relocation plans to the Tennessee Department of Environment and Conservation (TDEC) for review and approval. Approval is expected within the next two to three weeks. In the meantime, gas line relocation work has been underway over the past week and is expected to be completed by the end of this week.
Construction Timeline
Pending TDEC approval, full construction is expected to begin around August 19. Once underway, Delta Contracting will have 240 calendar days to complete the project, with an expected end date of April 16, 2026. Work will take place Monday through Friday, generally between the hours of 6:30 a.m. and 5:00โ6:00 p.m.
Where and How Work Will Begin
Construction will start at the lower end of Brooks Street and move back toward Mineral Wells Avenue. To reduce congestion and provide access for residents and emergency vehicles, a temporary gravel access road has been opened from Lark Street to Mockingbird Lane. Residents are encouraged to utilize this alternate route during construction.


Utility Service Expectations
While the project includes the relocation of gas, water, and sewer lines, disruptions to utility services are expected to be minimal. Delta Contracting will coordinate closely with Paris BPU to ensure efficient transitions. Should a disruption be necessary, homeowners will be notified the same day, and outages will likely last no more than one to two hours.
Material Delivery and Storage
To help keep driveways and streets clear, Delta will deliver construction materials as needed rather than stockpiling them throughout the neighborhood. This approach is intended to minimize the physical footprint of the work and maintain better accessibility for residents.
